Because since their businesses are small they are likely to have a few customers, that are likely to be the same and to be known by the owners. Therefore, they might believe there is no reason to actually run a social media campaign when they can communicate to their clients directly. What they are not seeing is that social media is a potential and powerful tool to obtain even more clients, that might be from different geographic areas, and they can even use the advantage of knowing their existing customers to attract new ones.
